The Health Policy Project (HPP) helps countries achieve their health goals by building capacity for policy, advocacy, governance, and finance at multiple levels. The project develops global tools and best practices for policy work, promotes South-South sharing and collaboration, and carries out regional and country-specific policy initiatives.

Africa
Botswana
HPP contributes to health systems strengthening in Botswana by generating data and building capacity for costing the delivery of health services—a key component of improving health financing and enhancing sustainability. Access the Botswana country results summary here.
Côte d’Ivoire
HPP supports the government and other local partners in Côte d’Ivoire to strengthen policy, advocacy, and governance for strategic, equitable, and sustainable health programming—with particular emphasis on family planning and reproductive health (FP/RH) and HIV.
Ghana
In Ghana, HPP is collaborating with partners and stakeholders to prevent the spread of HIV and assist Ghana in its development of a National Strategic Plan for HIV. The HPP program is also providing technical assistance to health officials and government leaders to increase access to family planning and reproductive health services.
Ethiopia
HPP is committed to strengthening capacity of government, health and population organizations, and academic institutions to analyze data and create evidence-based solutions to improve family planning and reproductive health programs.
Kenya
HPP is working with partners in Kenya to strengthen the country’s health systems during the transition to a devolved system of government and a decentralized health infrastructure.
Malawi
HPP is mobilizing the commitment to strengthen family planning services in Malawi. HPP supports the Ministry of Economic Planning and Development and other groups by improving the capacity of local partners to manage population growth and improve health and economic development.
Mali
In Mali, HPP has provided training and technical assistance to key partners, including members of Parliament, religious leaders, women’s organizations, and youth groups to improve their capacity to advocate for improved health programs and develop a collaborative approach.
Mozambique
HPP strengthens the capacity of local, indigenous organizations to integrate gender and responses to and prevention of gender-based violence into existing HIV programs as a way to reduce gender-based violence and prevent the spread of HIV—particularly among women, orphans, and vulnerable children.
Nigeria
HPP engages Nigerian stakeholders to increase their capacity to advocate for greater financial and political support for family planning, reproductive health, and maternal and child health programs, and to effectively manage existing financial resources for health programs.
Tanzania
HPP works with partners in Tanzania to strengthen the country’s health systems, combat HIV and gender-based violence (GBV), support implementation of FP2020 commitments, and enhance access to health services for key populations.
Uganda
HPP collaborates with the Saving Mothers, Giving Life partnership to strengthen maternal and child health programs. We also engage government leaders to strengthen their capacity to advocate for family planning and reproductive health programs.
West Africa Region
HPP works to strengthen the capacity of local partners throughout countries in West Africa to develop effective policies and increase the commitment to improving access to family planning, reproductive health, and HIV services.
Zimbabwe
HPP collaborates with local partners in Zimbabwe to generate a robust evidence base to support family planning-related strategic planning, policymaking, and advocacy. Efforts including building partners’ capacity to use economic tools for FP analysis. Access the Zimbabwe country factsheet here.
Asia and the Middle East
Afghanistan
HPP is working to sustain growth in the private health sector by building the capacity of local organizations to provide high-quality health services. We also strengthen the government’s capacity to oversee and finance the nation’s health systems and build stronger relationships between public and private health sectors.
Asia and Middle East Region
HPP provides technical assistance and other support to USAID health programs in several countries within the AME region to implement high-impact practices in family planning, reproductive health, and maternal and child health—helping to expand services to people that need them most. In addition, the Gender, Policy, and Measurement program works to address gender inequality and implement supportive policies and systems that augment the sustainability of scale-up initiatives.
India
HPP supports the Government of India's commitment to expand access to family planning and reproductive health by strengthening the capacity of individuals and institutions at the national level. Capacity building efforts focus on evidence-based policy decisionmaking, decentralized planning and implementation efforts, monitoring policy commitments, and financing for family planning and reproductive health.
Jordan
HPP's program aimed to increase political commitment and resources for high-quality, sustainable family planning and reproductive health services. HPP worked with the Higher Population Council and Ministry of Health to build capacity for evidence-based advocacy, decisionmaking, and monitoring.
Europe and Eurasia (E&E)
E&E Region
HPP is working to expand analysis and advocacy resources for policies and programs related to persons who inject drugs (PWID) as part of an overall effort to strengthen HIV policy and prevention throughout the region.
Russia
In Russia, HPP worked to prevent the spread of HIV among people who inject drugs (PWIDs) by expanding the knowledge base related to naltrexone and its treatment for drug dependence in the overall effort to reduce injecting drug use.
Ukraine
HPP has assisted stakeholders to design a Policy Matrix to guide implementation and monitoring of the country’s PEPFAR Partnership Framework Implementation Plan. The matrix identifies salient policies to advance HIV prevention, treatment, and care, especially for key populations at higher risk.
Latin America and the Caribbean (LAC)
Caribbean Region
HPP aims to improve coordination and communication about efforts to reduce HIV-related stigma and discrimination in the Caribbean region. The program also works to expand access to non-stigmatizing health services and strengthen the capacity of persons who live with HIV and key populations at higher risk to advocate for improved HIV programs, with a focus on reducing stigma and discrimination.
Dominican Republic
HPP strengthens the capacity of local partner organizations in the Dominican Republic to address gender-based violence and stigma and discrimination among key populations to improve the national response to HIV.
Guatemala
In Guatemala, HPP works to strengthen advocacy and policy measures that maximize social sector investments made in expanding family planning, reproductive health, and maternal and child health services at both the national and subnational levels. In addition, HPP and local partners engage political leaders to commit to improving education.
Haiti
In Haiti, HPP AKSE (Aksyon Kolektif pou Sekirite kont Eksplwatasyon—“collective action for security against exploitation”) responds to children, women, and sexual minorities’ increasing vulnerability to sexual and gender-based violence (SGBV), trafficking, sexual exploitation, child labor, and domestic violence.
Jamaica
HPP supports the coordination of in-country partners to strengthen national policy, advocacy, and capacity for reducing gender-based violence and stigma and discrimination related to HIV. In doing so, the program seeks to reduce the spread of HIV and improve access to HIV and reproductive health programs and services.
LAC Region
HPP supports multisectoral, in-country committees working to improve the policy environment for contraceptive security in the Latin American and Caribbean (LAC) region. Support includes assisting country committees to advocate for sustainable family planning financing and equitable access to family planning services, especially for poor, rural, and other underserved populations.
