Overview

Technology and innovation can be powerful tools for advocates and policymakers. These materials provide essential data and information to build a strong evidence base to influence policies and programs to better address the health needs of people across the globe. Whether it is generating country-specific demographic data or projecting the long-term impact of rapid population on a nation’s socioeconomic growth, tools and technology empower researchers, health experts, government officials, and local stakeholders to strengthen health policies and systems.

What We Do

The Health Policy Project (HPP) offers user-friendly software and computer models to help in-country partners understand the magnitude of health challenges, explore policy and resource options, and set priorities as they develop strategies to improve the health of their citizens. These resources include publications, training manuals, software, models, toolkits, technical papers, and project reports that cover a wide range of topics and offer advice, guidelines, and data to help strengthen public health programs.

HPP also provides training and technical assistance in applying software applications to support the development and monitoring of effective policy. With the help of partner organizations Futures Group and Avenir Health (previously Futures Institute), HPP has developed various computer models to analyze existing information, helping policymakers determine the impact and effectiveness of specific programs. This software and publications are available to download free of charge.

Family Planning Tools
These interactive tools are designed to illustrate key concepts in population and family planning dynamics, allowing the user to select a country to examine the concepts of the demographic dividend, the proximate determinants of fertility, population momentum, and family planning goals.

Family-Friendly Workplace Model
This model is designed to help managers analyze the costs and advantages of providing family-friendly benefits through the workplace. Family-friendly workplace policies provide benefits such as on-site health services, childcare, family planning, maternity leave, transportation, and flexible scheduling.

GAP Tool: Gather, Analyze, and Plan
The GAP Tool (Gather, Analyze, and Plan) is a simple Excel-based tool to help policymakers, ministry officials, health officials, and advocates understand and plan for the costs associated with expanding family planning to achieve their country’s contraceptive prevalence or fertility goals.

Goals Model
The Goals Model helps efforts to respond to the HIV and AIDS epidemic by showing how the amount and allocation of funding is related to the achievement of national goals, such as the reduction of HIV prevalence and expansion of care and support.

Male Circumcision Decisionmakers Tool
This tool is an Excel-based model that estimates the impact and cost of scaling up male circumcision services as an HIV prevention intervention. The model considers different policy options including target populations and different rates of scaling up coverage.

OneHealth Tool
The OneHealth Tool is a model to be used for supporting the costing, budgeting, financing, and developing national strategies of the health sector in developing countries with a focus on integrated planning and strengthening health systems.

Policy Analysis and Advocacy Decision Models for Key Populations
The HIV policy analysis and advocacy decision models are systematic structures and methodologies designed to help stakeholders create an inventory of country policies, analyze these policies against international best practices and human rights frameworks, assess policy implementation, and create a strategic advocacy plan.

RAPID
RAPID, which stands for Resources for the Awareness of Population Impacts on Development, is a computer model that projects the social and economic consequences of rapid population growth for such sectors as labor, education, health, urbanization, and agriculture. It is used as an advocacy tool to help policymakers and other stakeholders understand the resources and lives that can be saved by investing in family planning.

RAPIDWomen
RAPIDWomen is an interactive software tool that links family planning and women-centered strategies, thereby demonstrating how investing in these programs can increase quality of life for women, girls, and families, as well as overall development. The model can be used to advocate for increased investments in family planning and reproductive health, and other women-centered interventions in their countries.

Resource Estimation Tool for Advocacy
The Resource Estimation Tool for Advocacy (RETA) is a tool to estimate resource needs for scaling up comprehensive HIV prevention programming for males who have sex with males and for transgender persons. RETA allows users to plan how specific services can or should be targeted and more accurately project the funding needs.

Spectrum Policy Modeling System
Spectrum is a suite of policy models that are used to project the need for family planning and reproductive health, maternal health, and HIV services. The models included in the Spectrum system are: DemProj, FamPlan, AIM, RAPID, Ben-Cost, NewGen, PMTCT, Safe Motherhood, and Condom Requirements.

Workplace Policy Builder
Workplace Policy Builder (WPB) is designed to help companies develop their own HIV policies through a participatory process. This tool guides the user through a step-by-step process of developing a policy and features a number of resources, including a database of corporate and national workplace policies from around the world.

What Works for Women and Girls: Evidence in HIV/AIDS Interventions
This comprehensive website (www.whatworksforwomen.org) documents the evidence for effective HIV interventions to guide donors, policymakers, and program managers in planning effective HIV/AIDS policies and programs for women and girls.
